Special Elections Bylaws Amendment

The below proposed bylaws amendment will be consider at the March General FCDC meeting on, Tues, March 23rd 7:30pm at Marshall High School, 7731 Leesburg Pike, Falls Church, VA 22043.
Proposed Bylaw Amendment on Special Elections:
[Provisions for Special Elections are not contained in the Bylaws, either for FCDC or the Steering Committee to do it.  The language below covers both options.] ARTICLE VI – STEERING COMMITTEE
Special Elections
In Section 4, after the words “nominate candidates” add “for general election”. [This Section lists things the Steering Committee is not allowed to do.  By adding the words “for general election”, that opens the door for the new later sentence about special elections.] At the end of Section 4 add “If the County Committee does not determine the method and procedures for nominations of candidates for Special Elections, the Steering Committee may do so and may nominate the candidate.”    
ARTICLE VII – OTHER COMMITTEES AND APPOINTMENTS
Prior notice for Special Elections
Add a new “Section 7. A meeting of the County Committee may be called by the County Chair with as little as two days notice for the purpose of nominating candidates for Special Election and determining the appropriate procedures.”
Renumber the subsequent sections in Article VIII.
