Kelvin Garcia currently serves as a Hearing Examiner at the District of Columbia Department of Motor Vehicles since January 2024. In this role, he conducts administrative hearings related to pedestrian, parking, and minor moving violations, including those issued by photo enforcement technology. He also handles serious traffic offenses such as DWI, and DUI,. Kelvin ensures hearings are conducted impartially, evaluates evidence, and applies relevant laws, producing legally sound hearing records.

Pre-registration: All qualified participants who are not FCDC members must pre-register between 10 am on Wednesday, July 10 to midnight on Friday, July 26.
Ballot voting: Following the registration of all candidates, ballots will be open electronically from 10 am on Monday, August 5 to 4:30 pm on Saturday, August 10. In-person ballots will be held at a location TBD from 10 am to 4 pm on Saturday, August 10. All those in line at 4 pm will be able to participate. The location of in-person ballots will be announced no later than Friday, July 26.
At the time of the filing deadline, if the number of candidates is equal to or less than the number of available positions in all contests, those candidates will be endorsed, and the caucus is canceled.
